INFORMATION ON ROAD SAFETY IMPACT ASSESSMENT PROCEDURE

in 2022 May 1st a new procedure for assessing the impact on road safety, approved in 2022, entered into force. April 28 By order of the Minister of Communications of the Republic of Lithuania no. 3-222 “On the approval of the description of the requirements and procedure for assessing the impact on road safety”. By this order, the 2011 Director of the Directorate of Lithuanian Motorways under the Ministry of Transport is recognized as having lost its validity. February 25 order no. V-62 “On approval of the description of the procedure for assessing the impact on road safety”.

The procedure is intended for the owners or managers of roads of state importance, the public institution Transport Competence Agency and builders or construction design managers who plan to connect with roads of state importance.

In accordance with Article 10, Part 12, Clause 7 of the Law on Safe Road Traffic of the Republic of Lithuania and the Provisions of the Procedure, the evaluation of the impact on road safety is carried out by the Public Transport Competence Agency.

The rates of Public Transport Competence Agency for road safety impact assessment services are set by the Minister of Transport of the Republic of Lithuania on May 30, 2022. in order no. 3-280 “On the Minister of Transport of the Republic of Lithuania in 2019 January 8 order no. 3-12 “Regarding the amendment of the list of specific amounts of remuneration for the administrative services provided by the Transport Competence Agency of the public institution”.

The cases of road safety impact assessment determined in the procedure and the rates for the services of the Public Transport Competence Agency are presented below:

5 When, in the cases specified in point 4 of this list, the land plot is connected to any road that is no more than 1 km from the location of the road connection with the state highway (measured by road) on the land plot, except for those cases where the connection to the state highway of the road is within the administrative boundaries of the city. 1,478.00
6 When a feasibility study or an engineering infrastructure development plan is being prepared for changing the type of highway or country road intersection of national importance (from one level to a different level and vice versa; from unregulated to regulated and vice versa; from non-circular to circular and vice versa). 1,478.00
7 When demolition or closure of a road of state importance is planned for an indefinite period of time (applies to every 0-5 km road section). 1,872.00
