ROAD SAFETY IMPACT ASSESSMENT

Road safety impact assessment is a strategic comparative analysis of the impact of a new road or an existing road network change on the safety of the adjacent road network. Road safety impact assessment is a process in which traffic professionals check which road project alternative is the most attractive. The purpose of road safety impact assessment is to detect and eliminate essential road safety deficiencies at the stage of road planning.

In the process of assessing the impact on road safety, compared to the previous procedure, the following significant changes have appeared: 

  • Due to the impact assessment on road safety, the applying entity is required to collect and submit detailed information on traffic flows. 
  • Cases have been identified when it is necessary to perform traffic flow modeling. 

In order to receive a road safety impact assessment service, the following steps are generally required: 

  • To the e-mail address of the Transport Competence Agency of the Public Enterprise,   submit the builder’s request to perform a road safety impact assessment, a document confirming payment for services and other documents specified in the Road Safety Impact Assessment requirements and procedure description. 
  • If the Public Enterprise Transport Competence Agency requests to clarify the submitted documents, this should be done no later than within 3 months from the date of receipt of the request. 
  • Submit the obtained road safety impact assessment conclusion to the road manager. 
  • The conclusion of the assessment of the impact on road safety should be discussed at a joint meeting of the Public Enterprise Transport Competence Agency, the builder and the road manager. The public transport competence agency organizes the meeting at the request of the builder or road manager. The road manager must be present at the meeting. 
  • Then the road manager submits a requirement to the builder to follow the entire road safety impact assessment conclusion or that part of the assessment conclusion to which the road manager has approved. 

When ordering the road safety impact assessment service,   the following documents must be submitted to the e-mail address [email protected] : 

  • Free form request for road safety impact assessment. 
  • A document confirming payment for road safety impact assessment services (except for cases where a road safety impact assessment service contract has been concluded). 
  • At least two named, numbered and signed road design alternatives (explanatory notes and drawings). 
  • Traffic flow data. 
  • Traffic flow model working file (when simulation is required).
